How Is This Rating Determined?

Horrible

This is probably the worst apartment I have ever lived in. It is infested with roaches and mice (I have killed two mice in my kitchen). The foundation of the building is visibly sinking and there is a crack running up the side of the build that they have tried to hide with paint and putty. This building is not only dangerous for tenants, there is no parking except on the street were your car will be broken into by the local junkies that wander the streets at night.
