I lived in the Marquis from 2019-2020. The building is historic, that much is a given. This leads to certain oddities like a tiny slow elevator and slanted floors (perhaps one doesn't mind these things).
But between the historic nature and the maintenance/upkeep, it also results in:
- built-in drawers that cannot open or close because they are covered in a thick layer of paint - 2 bedroom apartments that are not really 2 bedrooms because the window, at some point in the past, had been removed... from the 2nd bedroom - a sink that has a tap that cannot effectively spray, and that maintenance refused to fix - a very noisy heating system
But the biggest reason behind a one- star review is clearly the move- out process. Management refused to follow what was required of them via State law in attempt to penny pinch every part of the deposit they could. Even what they claimed they owed the tenant of the deposit, they never sent despite being obligated to by state law and being provided a new address.

Terrible Management
I lived here from June of 2015 to December of 2015. The reason I moved out was my apartment was infested with FLEAS. I repeatedly notified management, and all they would do is come up to my apartment with the spray you can buy at the grocery store, and spray the corners and the baseboards. As such, the fleas kept coming back.
Before all this happened, things were still terrible. They began construction on the building about a month after I moved in. They would start working on the floors, and... then stop and start something else. They were in the process of installing a video intercom system in all the apartments, but they left a 1 foot by 1 foot hole in the wall and patched it up with paper. When I left, they hadn't finished any of the construction projects they had began.
The windows leaked when it rained, and when I called management to have the issue addressed, they tried to blame the people who installed the windows, and then never fixed the issue. What's more, an orange mold-like substance would leak out of the wall under the window when the rain water leaked in.
I'm sure this place was great a long time ago, and it could be great again, but don't believe the pictures. This place is WAAAAY over priced, and management is terrible. This is probably the reason that at least half the building is empty, something unheard of in San Diego.
I am currently in the process of trying to get my security deposit back, and they have exceeded the legal 21 day turn-around period for returning my deposit.
