Chelsea Court apartments are great if you like peeping toms, needle users, and burglary! The HOA is in charge of safety and they are entirely ineffectively. I just left a meeting and all they do is bicker and play out petty rivalries. Meanwhile, as a young woman, I live on the first floor and I worry about about attacked in my sleep. When I brought this up to the HOA president, she told me to buy pepper spray.
