This ordinance is in effect for High Impact Periods, from March 1 to Memorial Day, and other dates as determined by the city. During Spring Break, the minimum acceptable ratio is one person 25 years of age for every two persons under 25 years of age. Guests under the age of 18 must be accompanied by a parent or adult guardian while on property after 10:00 pm, including parking garages, pool decks, walkways, elevators, and beach access points. Minors under the age of 18 must be accompanied by a parent or adult guardian during curfew hours of 8:00 pm to 5:00 am while inside the city limits of Panama City Beach, including sidewalks, the sandy beach, parking lots, stores, and public parks. No more than two minors can accompany one parent or adult guardian. Violation of the ordinance can result in fines to the parent or guardian and eviction from the property by the city. Booking this property under false pretenses, such as allowing under 25-year-old friends or family to occupy the property without the presence of the registered guest for the duration of the reservation, will result in a 50% cancellation fee and cancellation of the reservation. If the 25-year-old person booking the property informs the trusted partner within 15 days prior to arrival that they will not be able to come and only under 25-year-old people will occupy the property, the reservation will be charged a 100% cancellation fee and canceled. If the 25-year-old person booking the property does not come with the rest of the group who are under 25 years of age occupying the property, the reservation will be canceled, the occupants will be evicted, and no refund will be received.
