How Is This Rating Determined?

A lot to be desired

The apartments are nice and the price is reasonable, but whenever there is a maintenance concern, we have to call to find out what's going on instead of being told in advance. Just recently, water was shut off with no explanation or warning. It seems that as long as they're receiving money from their tenants, the owners refuse to have contact with them.
