Horrible owner rude and apparently doesn’t care about tenants

Do not move in here!!! Moved in with my boyfriend around May. Upstairs neighbors partied every single night until 3 am. When talking to the office about it they apologized but said that they party with them too, nothing was done. This partying continued on for the entire year. We've also had our water heater go out multiple times and it would take weeks to hear back from the office. They didn't want to fix anything so instead they just kept tightening the bolts. After about 5 months of calling… and waiting they finally decided to replace the parts and got it working. We also had a horrible storm where the rain gutter had fallen down, it was barely attached to the roof. It almost fell and hit my boyfriends car, the gutter is still hanging down and hasn't been fixed. This happened that summer and it's been about 9 months since then. The only thing they've done is wrap it with "caution" tape. When we gave our 30 day notice in early January, they told us that we would have to pay a full months rent for February. We would have only had that apartment for a week. We were renting month to month at this point, we thought that sucked, but complied. They said we would get our deposit mailed to us at the end of January since we were completely out in a week. Deposit was actually sent out in early March and when the office was called they kept saying it was in the mail. When opening the statement they took out a weeks rent even though they made us pay for a full month. (We got about half of the deposit back) When calling the office about that they said they would look into it and call us back. I lived there last year with my bf and my dog, the people who are there are really awesome and the neighbors were awesome. It was never loud and it wasn't a trashy place. I had heard some rumors about it not being a good place to live but I have to differ because it was a nice place, definitely big enough for me, my bf and my dog. We had a newly remodeled one bedroom, only thing that coulda been updated was the stove. No bugs and they came around to spray as well
