You get what you pay for.

Pros: Rent is affordable, the location is close to campus, little oversight, pet friendly, nice AC, lots of closet space, and a relatively large space for 2 people. The cons are the lack of oversight, old buildings with old appliances that cause issues, the tub drain rotted out and the ceiling fell below in the unit across from me, for example. Other units have leaks as well. The balconies are rotting away and some have holes. The laundry machines in the lower level often steal your quarters or... don't completely dry your clothes. Maintenance requests are hit or miss for being completed in a timely manner. In winter, on really cold days, the best the heat can do is maintain the apartment around 63 degrees. The sidewalks are also not frequently shoveled in winter. There is now a no-smoking policy, however, that is not enforced and the smell of cigarette smoke will frequently be pervasive in the hallway and invade your living room. The units are not thoroughly cleaned before new tenants move in, I found cat treats and old toys underneath the fridge. I lived in 704 (which is managed by the same company as 702 and 703).
