How Is This Rating Determined?

Complete change with new manager

I now see tenants outside visiting with neighbors, doing jigsaw puzzles and enjoying the community rooms. There are cute things on window sills. The previous manager had outlawed anything between curtains and windows.
There was an air of needing to hide in our apartments to avoid the negative vibes from maintenance and manager.
