Landlord as Bad Actor

The apartment is attractive. The redo is all cosmetic, though, as in the "stainless steel" refrigerator will not hold a magnet. The "hardwood floors" are a veneer on particle board. However, the building is immaculately kept and the staff are professional and charming. The location is good. The 2 and 3 trains come zooming into the 135th Street station every twenty minutes or so. There are several excellent restaurants within a very few blocks.

The fly in the ointment is my landlord. This...
is a condo so I am renting directly from the owner. He is responsible for plumbing problems, A/C and heat, etc. He will not fix anything, saying, for instance, the lease says nothing about air conditioning therefore he is not required to fix it. When I moved in it had not been cleaned or painted.

If you are renting from an owner I suggest you vet her or him as stringently as tenants are.
