How Is This Rating Determined?

Went down the drain years ago

We have no air conditioning, no playground, and gym equipment from the 1970's. We have a "dog park" that one of the tenants paid for themselves. We don't have a garden or a pool. There are no places for kids to play. There is constantly overflowing trash. The landlord never walks around the complex and is constantly unaware of her own place. If by "manager on site" means she's here during business hours then she does. But no manager actually lives here like most apartment listings about this... will say.
