Owner and/or management has given up on this building.
This building is falling apart. The residents are on month-to-month while waiting for plans on demolishing the building.

Cheap, quiet
You get exactly what you pay for at this apartment: a Small apartment close to the city with good freeway access. I work nights and usually have no problem sleeping during the day. Neighbors are mostly quite and respectful. Parking can be tight.
