Roaches. Dirty carpets, cracked walls, slanted floors. Building is in poor shape. Many tenants violate smoking rules, so secondhand smoke enters all units. EMT's and Police visit often in response to some tenants. Nothing is done about habitual rule breakers. Very poorly managed. Not cared about at all. A slum.
