ABSOLUTELY TERRIBLE!!!!
I do not suggest living here. This is not a safe apartment complex and the staff does not care. During my time here, the hubcaps off of my tires were stolen, my roommates car was hit, there was a stabbing two doors down, and a shooting in the parking lot. My roommate and I addressed our concerns with the office multiple times, as there are no security cameras outside and the security are not geared to handle these situations. The office disregarded these concerns and stated that "security... cameras are an invasion of privacy", even if they are facing away from the buildings/windows...
There are very loud parties at the pool and the entire property always smells like weed.
There were also ridiculous fees when moving out. The manager did remove some fees for myself, but we were still left with $300 total cleaning fees for the apartment (although our apartment was not that dirty) and my roommate was charged $100 for a small scuff on the wall that was behind his bed and not even an inch long. When he addressed the property manager, she completely ignored his calls/text. I think that these charges are strange, considering that our apartment was extremely dirty when we first moved in.
They randomly will change parking permits and then tow your car make you pay for it, if you do not have the updated permit.
Each time I had to address the office, most of their staff was rude and acted as if it was an inconvenience to help. The only good thing that I have to say about Monarch's staff is that their maintenance staff is nice and willing to help.
The actual apartment was nice. It is very unfortunate that they have terrible staff and it is not safe.

Worst Mistake I Ever Made
I, like so many others, thought Monarch couldn’t be as bad as the stories I heard. And I was right, it’s worse than the stories. It smells like weed constantly. Waking up on the weekends you find vomit, poop, alcohol, glass and bottles in the hallways and in the grass. People have violent dogs they let off leash (one my best friends dog was violently attacked by the dog of another resident who was notorious for attacking dogs). There have been countless shootings and stabbings. There was... actually a SWAT raid in my building last week. I had to report an incident to the police and when I told them where I lived they remarked “ya I used to work in that district and it was none stop calls”. Management is too incompetent to take the time to enact safety measures. Please for the love of God live literally anywhere else.

Responding to your awful review, please as I told your parents if you are going to give anyone a review, make sure you lived it or you are 100% sure, if you're unsure research it, do not post a review off of your friend or... someone said, (Shootings ZERO since I have been here 05/2019, stabbings ZERO since I have been here 05/2019. People have violent dogs, well Mary I am sorry they did not have a leash, we work hard, and we cannot catch everyone, this is where you all come in and report it, work together if you see something, cannot help if you stay quiet. The swat raid was not in your building, it was in bd 3, and they did not find the person they were looking for, has not lived here in 4 years, and for Johnson city police they are awesome. Management/staff we are awesome and are very hardworking, we go above and beyond in anything you or anyone needs, and I am not just saying that it's the truth (if we know we can help) Well, you must wake up earlier than maintenance to see all that, isn't horrible we have to pick up after everyone, as you mention dog poop, vomit, bottles, your friends or not friends that come over to make a mess, you probably did not hang out with anyone of them, you would not know. I hope you happy all you had to you wanted to go home instead of posting 2 reviews, easily done right? We will miss seeing you at all the fun pool parties, coming up soon, I know for sure you had fun and were the first to show every time. THANK YOU I'll let maintenance know your good comment about them, they are the BEST we appreciate you!

Not as bad as everyone says
There are a couple parties on the weekends but they have recently hired someone to control guests coming in and out. Staff has treated me well in helping with things I need or have problems with they’re very friendly. As long as you get paired with the right roommates you’ll like living here. Everyone really just minds there business in passing and I feel safe walking alone in the parking lot at night. It’s a good first starter place. Police do show up a lot but it’s usually for minor things.
