In order to qualify, applicants must be a domestic farm laborer or retired or disabled domestic arm laborer.
This includes any (and the family of such person) who receives a substantial portion of his or her income from the primary production, handling or processing of agricultural or aquacultural commodities without respect to the source of employment, except that such person shall be a U. S. citizen or person legally admitted for permanent residence.
