How Is This Rating Determined?

My heart aches.

This all bills paid complex has it's problems. Roaches are the first, we can't fill our pantry because they eat thru everything. Im disabled on a fixed income and can't afford anything better. But I can at least warn others that can afford better or find a better option. Good luck and god bless.
