Has questionable tenants & property management

Seen quite a few people come and go from this complex. They have a real problem with the pet 'owners' at this location along with tenants using the neighboring apartment's dumpsters constantly. They frequently fill up the dumpsters at Breckenridge with their trash and furniture though they have their own trash receptacles! I've witnessed gross discarded furniture left outside for weeks next to their dumpsters. They allow pet owners with aggressive breeds to let their dogs out on the balcony... whenever they see someone walking dogs in the neighboring complex minding their own business. One in particular thinks it's funny to watch their dog bark incessantly at the much smaller dogs. I thought most apartments had breed restrictions but I suppose it isn't enforced here. Tenants visibly leave multiple bags of trash out on their balconies (that doesn't attract bugs or rodents, right?) I've seen large roaches (the flying variety!) crawling up the building walls at night in warmer weather... They walk their dogs at the neighboring complex and let them poop everywhere because they think no one will notice or point them out- but trust me, there are eyes everywhere. The smokers like to throw their cigarette butts all over the neighboring parking lot also, I guess ashtrays aren't an option. They need to erect a fence to keep their tenants on their own property as they are a nuisance to others!
