How Is This Rating Determined?

Says high speed internet access but not true

I have Comcast and the internet drops out everyday several times a day and property management did not give Comcast permission to replace the cable in my apartment complex. Do not advertise high speed internet if the internet service providers can't do their job to fix issues.
