How Is This Rating Determined?

Not all that it's says it to be!!!

They don't mention until you going to sign the lease. You are responsible for trash, water and grounds/properties maintenance you are looking at an extra $75-$100 a month. Plus you'll have PG&E, and if you like your place cool doing the summer heat then the cooler uses lots of electric because it's to small and it over works to keep the apt cool.

The building also makes noises as the temp goes up/down. Also, the building is not insulated and the windows are old (single pane), also there are...
hard to open quietly.

The management starts projects but never complete like the outside paint job and the resurfacing of the sun deck. Also, keep in mind that they rise your rent 8% yearly regardless of any improvement.

An apartment that is decent for the price

This apartment is a decent place to stay given the rent is fairly reasonable compared with some of the crazy prices out there. However, the location is not very good. All surrounding neighborhoods are trashy and you will hear gun shots from time to time. This apartment also has no gates or fences so anyone can walk in from the street. Management took some getting used to coming from larger complexes with bigger staff, but the lady here tries her best and she is genuinely helpful. I would... recommend this apartment to people without high expectations.
