Only free water, you have to pay for your gaz, the heat start at 11pm to 7am and very old windows

There was a fire in one of the apartments next to me in my building, a couple of weeks ago. The landlord has yet to clean up the building, the charcoal smell still seeps in threw the front door. There's also construction going on, since beginning of Summer, it looks like they won't be done till Winter.
