Worst Place I've Lived in South Bend

I've lived in South Bend for 5 years as a student (off-campus for 4 years), and this is by far the worst place I've rented. Both the management and property are TERRIBLE. Water damage caused black spots on my kitchen ceiling, the dryer never ran for more than 20 minutes at a time for the first 8 months that I lived here, when I ran the heat, my apartment smelled like poop (and made my things smell like it), the smart locks didn't unlock when it rained (eventually had to get a key from... maintenance), I haven't had cable (which is a cost included in my rent per my lease) since management companies switched over two months ago and the extermination service never caught the mouse living in my home after four months. Eventually I just found the mouse dead upstairs behind one of my storage boxes. The neighbors were insanely loud from Wednesday through Sunday and management pursued little to no recourse even when police were involved. My car was stolen and after I got a new one, broken into on multiple occasions. I requested cameras. Came home from break to no electricity (30 degrees outside without heat) and no response from emergency maintenance or management. The next day, I received a message from my portal that "accounting is working on it" after I was told that it was a power company issue which it was not. Incredibly disappointed. Maintenance guy was nice enough though but only around twice a week (or "after they received 20 requests").
