How Is This Rating Determined?

You don't want to live here.

Managed poorly, smoke alarms go off all the time, multiple issues with maintenance, trash, cheap appliances, and water/sewer, and electric bills are outrageous. Walls are paper thin, no insulation, and all windows let in the cold.
