Is the spacexact worth it?

I've lived at the Inner Harbor Lofts for 2 years. When I first saw it, I was very impressed. The price for the size/square ft of the place is unbeatable. $1187/month for 1700 Sq ft next to the base stadium!! Unfortunatly, something is wrong with the buildings air and heat and they refuse to fix it. Your electric bill is never any less than $300 & during winter easily $500!! Management works 9:30-4:30. I don'the know about you but I work 9-5 like most people. Hallways are 10 degrees higher or... lower than outside. Location and space are great but is it worth the price after adding in all of that?
