Don't live at New Park Row
I would not recommend living at New Park Row based on my experience.
During my lease, my apartment flooded with sewage. Despite the obvious health concerns, no professional cleaning or restoration company was ever provided to properly sanitize the apartment. I was left to deal with the aftermath myself.
I also had ongoing maintenance issues that were never adequately addressed. My ceiling leaked repeatedly in the bathroom throughout my tenancy, yet no permanent repairs or restoration were... ever completed. My window sill also leaked whenever it snowed. Rather than fixing the problem, maintenance simply left my window open with a metal sheet positioned to drain water outside, even during the winter. This was not a real solution and made the apartment uncomfortable to live in.
Noise complaints were never addressed. All management said was "call the police if you want".
No accommodations or alternative housing were ever offered despite these recurring issues.
To make matters worse, approximately one week before my move-out date, maintenance entered my apartment and threw away roughly $200 worth of my personal belongings without my permission. When I contacted the leasing office, they refused to reimburse me for anything that had been discarded.
I understand that maintenance issues can happen in any apartment complex, but what matters is how management responds. In my experience, communication was poor, problems were not properly resolved, and there was little accountability when significant issues arose. I hope management improves how they handle resident concerns in the future.
