Bad management

The apartment was supposed to be available from 1st of July, but then pushed the date to 15th and then to 1st of august leaving me homeless, on top of that they keep threatening that if I don't come in person and sign the lease (knowing that I currently live in another city) that they will put the apartment back on the market. This has been the case from the start, even during their application process the management was extremely hard to deal with and their go to technique to maintain their... "power" is to kept threatening to put the apartment on the market. They do not have the licenses required for tenants to actually move in yet.
