Because the garbage rooms are not cleaned regularly, they become the perfect breeding grounds for roaches. And no matter how clean you may be as a tenant, these pests will find their way to your apartment. I can only imagine what it's like to live adjacent to the refuse room. The elevators have gotten stuck with tenants in them many times and are very faulty. At the time in which I'm writing this, the floor lights on the outside of the elevator do not work.
