Became too noisy

I’ve lived in this building for 16 years and recently it’s become so noisy and dirty. Newer people moving in have been sitting in front of the building with their loud music, smoking, and drinking from the evenings to like 4 or 5 in the morning the next day. They leave a mess!!! I need to move and the company will rise your rent whenever they want and don’t fix anything in the apartments. My kitchen ceiling came down because it’s been leaking and they came to “fix” it and left the ceiling open… without any plastic on it and rats fell from the ceiling into my apartment.
