Great Location, But Serious Concerns With Management and Safety Response
We lived at 15 Bank for several years and chose to stay — and even upgrade to a larger unit — because of the location and the concierge and maintenance staff, who have generally been helpful.
However, corporate and property management handling significantly changed our experience.
After moving out of our prior unit, most of our security deposit was not returned within the legal deadline required under New York law. Only a partial refund was issued. A second partial refund followed after I... posted public reviews. The remaining balance is still unpaid despite written follow-up. A small claims case is pending, and the matter is documented with the NY Attorney General.
More recently, on Feb 7, a gas leak incident affected multiple floors of the building. Staff on duty were unable to reach management for several hours and reported being instructed by maintenance personnel to close doors and not call 911. Emergency responders ultimately arrived after a resident placed a 911 call. Firefighters advised those present that the situation could have become dangerous if not addressed when it was. Residents were not formally notified until two days later. A city incident report has been requested, and safety complaints have been filed with both the City and the NY Attorney General for review.
Prospective renters should ask detailed questions about emergency response protocol and deposit handling practices before signing a lease.

We apologize for any delay in processing your security deposit refund. Our Community and Regional Managers have... reached out to you directly regarding this matter. We have reviewed your account and issued two checks for a refund. In accordance with the NY law, the final utilities and turn clean fee is withheld. Regarding the gas leak, it was an isolated incident triggered by the fireplace in the first-floor resident lounge. Our on-site technician contained the leak prior to the arrival of the fire department. The fire department concluded that there was no danger to residents and no evacuation was necessary. To clarify, residents’ homes in the building are electric only, no gas. Additionally, we are working with contractors to make the necessary repairs to the fireplace, which initially triggered the leak.
