Worst place I've lived, and they do fake giveaways for good reviews.
I lived at Council Crossing during the ownership transition from PaulsCorp to Morgan Properties, and my experience progressively became WORSE over time.
The property constantly had unresolved maintenance issues, poor communication, inconsistent management, & rising fees with little to no transparency. After the ownership transition, costs increased, new portal/setup fees appeared,& residents were expected to simply accept unexplained charges without proper communication or accountability.
One... of the biggest ongoing problems was parking enforcement. Residents were routinely unable to park near their own apartments, & management repeatedly shifted responsibility back onto tenants instead of properly enforcing assigned parking issues themselves. This became a constant source of stress and frustration throughout our lease.
Maintenance requests were frequently delayed, ignored, or marked completed without resolution. We experienced ongoing issues that were documented multiple times during our tenancy. Requests for walkthroughs before move-out were also repeatedly denied or ignored, despite us specifically asking to resolve any concerns beforehand.
The condition of the apartment when we moved in was far from acceptable. We documented multiple pre-existing issues immediately, including damaged window screens & general deterioration. We also documented the condition of the apartment upon move-out. Despite this, we later received extensive damage charges for issues that either existed before our tenancy or were previously reported during it.
The pool & shared areas were also inconsistently maintained. Cleanliness around the property often did not match the expectations.
To be fair, Sarah was one of the only staff members who consistently treated us respectfully and professionally. Unfortunately, that level of professionalism was not reflected across the rest of management.
What concerns me most is the lack of communication and accountability after move-out. Multiple attempts to contact management regarding disputed charges went unanswered for days, & documentation was only provided after repeated follow-ups.
I strongly encourage anyone considering this property to not, or to thoroughly document EVERYTHING before moving in:
- take move-in photos/videos,
- save all maintenance requests,
- communicate only through email when possible,
- and request written confirmation for every issue.
I rarely leave reviews, but I genuinely would not recommend this property.

Anonymous User, we are truly sorry to hear about the numerous issues you experienced during your tenancy, particularly the unresolved maintenance problems, parking frustrations, and difficulties with communication and charges. It's disheartening to... learn that your experience declined over time and that you faced challenges with pre-existing apartment conditions and move-out disputes, especially after making multiple attempts to document these concerns and seek resolution. We understand how stressful and disappointing this must have been, and we regret that our management did not consistently meet your expectations for professionalism and accountability, despite Sarah's efforts. If you would like to discuss these matters further, please reach out to us directly at councilcrossingmgr@morganproperties.com.
