Don't expect quality

The manager is dishonest. IPM will do everything they can to keep your money from you. There's garbage all over the place, and they don't clean it up. They say they have a dog park, workout room, etc. but none of it is ever available to use.

They aren't trustworthy, or competent

They will take electricity from you without paying for it.

They will overcharge you for water, sewer, and garbage (it will range between $140-360 a month). When you confront them they will lie about being compensated by the Portland Water Bureau.

Our car was broken into while in the parking lot.

They will fail to refund your deposit, or give a reason why they are keeping it. I have been waiting almost 3 months for a resolution to their incompetence, and they continue to send me to someone who… cannot communicate properly.

The manager is never in the office. He doesn't know how to check his email for 30 day notices. Incompetence is the nicest way to express their ability to function honorably.

Avoid

I've been living here for 2 years, and can only speak to the one and two bedroom units they have, but can attest to the other reviewers experience with insulation (noise is awful, even through concrete walls). They're constantly doing "landscaping" which it seems is just their excuse to make tenants take down any garden beds or plants they've put up themselves. The management company has changed 3 times since I've been here, and I haven't been able to get ahold of anyone (especially when someone… parks in our space) since I moved in. Posted office hours are not adhered to, and I was directly told by the current property manager that tenants are supposed to "set a good example" for each other by following the policies - which feels super childish and unprofessional.
I can't wait to move out.

Avoid this place at all costs.

Where to begin. The insulation for the apartments is horrible. Noise carries from everywhere, whether it's someone parking their car in the parking spot that is below your apartment or the constant "landscaping" going on. I use the term lovely as it never adds anything to the complex. No one is ever in the leasing office and getting a hold of anyone for any issues is impossible after you move in. The ownership of the complex has changed 3 times in the past year. The "remodeling" done to the… apartment is worse than putting make-up on a pig. I regret moving in and eagerly await moving out. Please do yourself a favor and avoid this place, learn from my mistake.
