How Is This Rating Determined?

It kinda sucks

We moved to our apartment on a whim, thinking it was a good deal and a convenient location for almost $500 a month and the place wasn't falling apart, so we thought it was a steal.
We later discovered that the leasing office (which is on the other side of town) doesn't monitor the property ever. The neighbors have two large, loud dogs that they have not cleared with the office. They also let them defecate in front of our door and do not pick it up.
When they do send someone to trim the grass...
in front of the complex, they run over any litter that may be out there, causing it to shred and go everywhere!
The neighbors have terrible, unfriendly attitudes and play loud, obnoxious music all hours of the night and day, not to mention that they technicians were uneducated, slow, and intrusive. (they walked into our apartment without permission and without knocking)
So, long story short, we would love to have an upgrade.
