Unsafe, incompetent, noisy, dirty

The building I was in was unsafe (caution tape was put up in February and was still there in May, saying it was unsafe, yet the residents still needed to access it). It is the noisiest complex I have ever lived in, it is dirty (garbage piles up, buildings need a good power wash), people smoke even though it isn't allowed so my place smelled all the time and the parking is inadequate. They do not enforce the important things in the lease (like garages can't be used for storage, yet pretty much… every single one is, thus the parking problems). They mismanaged my deposit and tried to charge me for 1600 gallons of water in one day (a day that I wasn't even home). It gets one star for location.
