There would always be someone outside yelling, laughing, and smoking. The walls, windows, and door are not of good quality so you could hear them very well and smoke will get in the apartment. The leasing manager back then would threaten to evict, the new leasing manager doesn't care. Washing machines are faulty. At least water is free, but that doesn't matter if they always shut your water off for long periods of time during the day.
