Tenant negligence

I lived in this apartment complex for five years and I had to move out and break my lease due to lack of maintenance upkeep. This past winter we had no heat and hot water for four days. Not only that! But one of the tenants in that apartment complex had an unexpected and unwelcome visitor from a previous tenant break into the tenants apartment. The maintenance staff informed me that they do not change the locks once a tenant leave nor when a new tenant moves in. So, please visit the place for… yourself and talk to the current tenants before renting.
