How Is This Rating Determined?

horrible landlords, not so great neighborhood

This apartment is not located in the best neighborhood,there's always police and ambulance sirens going off every 20 minutes or so, gun shots and people getting killed just a blocks from where I live I would like to be in a more peaceful environment where I do not fear for mines or my husbands life.
