Very Noisy and in need or repairs

While visiting my daughter I noticed many things that needed attention. The security lock on the door leading into the building had no lock on it. The hallway smelled like cigarette smoke, litter was all over the yard. The step had a huge crack about 3 inches wide in it. Also the tenants above my daughter was so loud in the middle of night we couldn't even get to sleep. The Windows in my daughter's apartment needed sealing. Air leaked through them. This apartment complex needs major work... and inspection of tenants.
