nosy neighbors

I live in a subsized apartment and my fiancé and I want to klive together but when he comes over my neighbors like to tell the landlord who is coming to see me and the neighbors likes to lie to the landlord that I am living there when I am not. so my landlord only want him to come over only 2 days out of the week and then leave and I think its is unfair when other tenets can have company over everyday and I am only allowed to have my fiancé over for 2 days out of the week.
