This complex appears as though it used to be a single-owner condominium complex. Now, units are individually owned, and most owners rent them out. The buildings are in various states of dis/repair, with one building receiving new windows and the next door building having broken windows. This is a result of different owners for different buildings and/or units, of course. The landscaping (grass mowed, bushes trimmed) is completed regularly, and tenants can plant flowers and out out other decor in... front of their units. Snow and ice removal is completed, but slowly and often at night. Garbage management is poor. The number of dumpsters is insufficient for the amount of garbage each week. Non-residents dump garbage here because the only deterrent is signage without actual monitoring. Additionally, the dumpsters do not have lids, so they are feeding centers for birds, skunks, raccoons, etc. Garbage collects around the base of the dumpsters, preventing waste collection trucks from emptying them regularly. In the meantime, more garbage collects until it becomes a mountain of stinky waste that blows all over the complex. Dumpster lids were requested and refused, with the argument that since kids throw bags into the dumpsters, and they are too small to lift lids, it would make the problem worse. Another time, when the management company was called about an overflowing dumpster that had been full for two weeks, the tenant was told to call the city. The city told the tenant that the owner had to call. The management company fought having to call, until threats to involve the city were made. The company hires people to clean up the loose garbage about once a week, but that is not enough to address the problem. The residents are friendly, diverse, and good neighbors. Dog waste is not picked up consistently, and "pick up poop" stations (with poop collection bags) are not provided. The management company provides an online portal for communication, to which they are responsive. We happen to have a terrific landlord. We lived here for four years, and look forward to getting away from the garbage when we move next month.
