How Is This Rating Determined?

Used to love it but times have changed.

Failed electric panel, failed dishwasher, failed oven, failed AC unit, poor communication from management.

Over the years, we have gradually gone from professional adult neighbors to college kids that enjoy partying late into the evening and leaving trash all around.
