Constant Noise and No Assistance From Management

Moving here was the worst mistake I have made in a long time. I came back from a trip out of town to find that loud, rude, people had rented the apartment above me. The noise is intermittent but frequent during all waking hours. It might be quiet for 15-20 minutes, then noisy again for a long time. To deal with this, I first left a note, then went upstairs to try to talk to them about the issue. In that conversation, the tenant remarked that they had this issue in the place they just moved from... . (So why did they choose to rent on the second floor and deliberately torment the person below them?) In any case, this was not effective so I took the problem to management. I submitted a graph from a decibel reader showing a typical couple of minutes of my evening. This was not sufficient and they asked me to submit a recording, which I did. I left my apartment for five hours one evening and left the recorder on. I submitted that. They did nothing. I called the police and during the few minutes the officer was there it happened to not be noisy during that span of approximately five minutes. So again, nothing was done. When I say nothing, I will mention that initially they stated that they had sent a courtesy reminder.

The only possible solution? They stated that if I want to escape this situation I can switch apartments after paying a hefty fee for the trouble. If you want to have any peace at all do not even think about renting here. I will be out as soon as I possibly can. Since I am a teacher, I will have to stay until the end of the school year, which is also about the time my lease will be up. The second I can, I will get out. I do have better things to do with my time but I am leaving reviews to hopefully spare someone else the experience I have. I have earplugs and I can still hear them at night until about 11:30 most nights. I have to get up and go to work in the morning. Not only do the tenants upstairs not care about this but management doesn't either. Now the tenants upstairs have taken to making false complaints about me and despite the fact that I have been here for eight months and had no issues with anyone, management is now sending me threatening communication. Please do not rent here. It's a pretty enough place but you will hate every waking minute - and your waking minutes may be at the whim of your neighbors because management lets anyone make as much noise as they want. Do not think that just because there is a rule it will be enforced.
