New Building But Unresponsive Management

Overall I like living here but there's room for improvement. The building is new, the rent is reasonable for the neighborhood, and the units are on the small side. How the building is managed is the only major issue.
1) Utility costs are unpredictable.
2) Maintenance requests, even when important, are not handled in a timely manner. Expect to wait several weeks if not longer for your requests to be handled. For example there was an issue with the trash and it did not go out for about a...
month(!). Also there was an issue with one of the exterior doors which left it wide open for anyone to walk in. That one took about a month to fix as well.
