Multiple Habitability Issues and Management Challenges
During my tenancy at Abbey Pointe Apartments, I experienced several habitability concerns and management responsiveness issues. I documented all conditions with photographs, videos, and written notices.
Key issues included:
• Pest infestations (including roaches)
• Unsafe flooring and exposed tack strips
• Electrical problems, including inoperative outlets and GFCI concerns
• Plumbing leaks and ventilation issues in bathrooms
• Smoke and carbon monoxide detectors near expiration
A... defective notice was issued first, and despite repeated documentation and requests, many of these concerns remained unresolved for approximately five months, now going on six. Lawful rent payments were not accepted or responded to, and defective notices remained unaddressed.
During the period Abbey Pointe stopped pest control for about 42 days, we hired Orkin at our own expense to maintain treatment. When the company resumed, staff entered the unit without prior notice.
There was also a CPS referral connected to the tenancy, which was investigated and later closed.
Publicly documented actions related to my tenancy include:
• Complaints filed with the California Civil Rights Department (CRD) and HUD
• City of Stockton Notice of Violation requiring correction of unsafe or unaddressed conditions
• Civil filings in San Joaquin County Superior Court
Other tenants’ reviews suggest similar concerns, indicating ongoing management and maintenance challenges.
Advice for prospective tenants:
• Inspect units carefully before signing a lease
• Document all conditions with photos, videos, and written records
• Keep copies of all rent payments, notices, and correspondence
• Understand tenant rights under California law
