The pros: The building is overall quiet, it’s cleaned regularly, it’s very dog friendly, and maintenance responds the same day/next day. Management is easily available, and responds to issues as they arise. Management also works quickly to address things in a way that works out well for everyone, and answers any questions/concerns. They also do monthly events and giveaways for sporting events & other activities. The view is also nice!! The building has easy access to the farmers market,... restaurants, coffee shops, downtown dog parks, and public transportation. When you use the pool, you can only have two guests (this is actually a good thing - it allows all residents to enjoy it without being crowded). The business area has a free printer and fast WiFi. The price is fair given the current cost of housing and what the building has to offer. The apartment finishes are also nice, and the appliances are efficient. The in unit washer and dryer are large (you can easily wash a king size comforter or rugs).

Areas of improvement: The dog park needs a refresher. It has a lot of gaps in the bottom fencing, the fence is loose, and lots of the landscaping barrier is ripping up/flapping around. People sneak into the building/try to get in on the regular (this is expected given the proximity to the river walk/location of downtown). The cops are sometimes at the building next to this one (I believe same owner/develop) - usually a large number of cop cars when something happens. However, our building has security at night (this is nice when taking the dog out late or getting home late at night). Some units don’t get natural light given the building layout and neighboring buildings (this is to be expected when downtown-ish), parking is limited (again to be expected). On my tour they said that the pet wash station was going to be moved away from the dumpster area, but that hasn’t happened yet (maybe it’s still in the process of getting reallocated). Getting hot water takes time, I have also heard this from other residents and read that in previous reviews before I moved in. The pool last summer (2025) was closed more than it was open - this year (2026) it has been much better and residents are able to use it which has been nice!! Lastly, the apartments have a decent draft (the large air return vent on the lower wall in the living room lets in a lot of cold air during winter - you can sometimes feel a breeze if it’s windy).

Decent living

Lived here for one year, and it was not bad. It is pricey, but it is a newer building and fairly well kept. Maintenance response was usually quick, the appliances are alright, and they have some amenities. As well as the view and close proximity to downtown St Paul, I would recommend visiting the farmers market.

Downsides are that the pool was usually closed, parking is expensive, trains go by often, which are loud and will block Fillmore Ave going West. Most tenants are respectful, but just...
like any building, some are loud and/or smoke weed.

Overall, a good place to live.

Consider other options

I lived in this building for almost 2 years and would not rent here again.
Pros:
The view. That's about it.

Cons:
Low quality building. Water leaking, sometimes the shower wouldn't even get hot in the morning. The apartments leak heat as well. In my accessible unit, the shower was not installed properly and would spill onto the floor + collect significant water in the corners. Their recommendation was to get a squeegee and just deal with it.

Cleanliness. Dog pee and poop in the hallways and...
entryway. The coffee machine covered in sugary milk for multiple days. Trash overflowing outside and inside. There is a bug problem in the summer.

Parking. Street parking means competing with residents, guests, and US Bank employees (Turns out US Bank make their employees pay to park in the garage they own across the street). I've had my car swiped and damaged. If you want to avoid it? Pay ~$100+/month for a spot.

Management. The current ones are consistently inattentive and do not answer calls or emails.

Good luck getting tax documents or your deposit back. I had to let them know multiple times I was moving out, and despite that they claimed I didn't inform them until the last minute.

Also, the trains. They pass by multiple times a day, sometimes in the middle of the night. Not surprisingly, it is loud and bright.

The original property managers were pretty good, which is reflected in the older reviews from this building when it was newer. I would never live here again and recommend you consider other options.

Beautiful, well-kept, quiet property

I have enjoyed my time here so far. The property is well-maintained, clean, and quiet. Neighbors are respectful and management is responsive to any questions or concerns. Great city views and awesome amenities.

Don't judge a book by its cover

The Scenic apartments are beautiful and brand new; however, I wish I hadn't been lured in with the skyline views, great amenities, and marketing, because unfortunately, I believe that many "small" cons I have discovered after moving in keep adding up to detract from the positives of living here.

Just a few examples: the underground parking reeks of uncovered dumpsters. Maintenance requests can take weeks to resolve. The outdoor pool is almost always dirty. The hot water takes a few minutes to...
kick in in the shower. There are big, noisy trains that pass by multiple times during the day and night (during my tour, I was told that it wasn't noticeable; this was a lie). Unless you live in one of the penthouses, the kitchen appliances are cheap.

For what the complex charges to live here, I have been disappointed with my experience overall. I am already counting down the months until I can move out.
