I rented a ground level studio apartment next to the stairwell sight unseen because the property managers KNOW HOW TO SELL and they don't care if it's true or not. I was sold on 24/7 monitoring, a quiet place to live and a vibrant community. You get none of that. In four months I had four packages and a bike stolen out of a monitored secured parking lot? The monitoring they sell you on is a joke. They don't face the entrances, the bike rack, the parking lot, mailboxes or tenant doors and no one... ever looks at them and if you do report anything to them or ask them to check camera footage they just tell you to call the cops.
Quiet? not even a little. There is a didgeridoo (a beautifully annoying instrument) that plays for a few hours a day and it is a non smoking building so people are always in their cars outside ground level apartments blasting music in the middle of the night or just having flagrant and loud fights outside of the ground level windows.
When I moved in I was given the wrong contact information and asked for correct information 4 times but never received it. I went two months where no one would respond to my emails or phone calls and the 24/7 security number they give you for lock outs goes to the main answering machine where the manager is for maybe 45 minutes out of the week but there is no time posted so you just have to guess when you'll see her. The callbox is fantastic if they choose to actually put you in it (I never made it after almost five months). At some point in my time here they switched property managers but didn't inform anyone in the building that it occurred or that we would have a brief time where there was literally no one tending to the property.
The apartment itself has an eight foot window and no natural lighting, make it make sense because I can't. The apartments have no ventilation so it always smells stale regardless of what I tried to do. If the temperature is above 65 or you use your oven your apartment will be 100 and if it's cold your apartment is now under 40 degrees. The L shaped "small studios" are SMALL. The bathrooms are 110 sq. ft. the living space is also 110 sq. feet (closet, living room, dining room and bedroom) and the entryway/kitchen is 90 sq. ft. of unusable space so I could only open my fridge even though the only furniture I have is a fullsize bed, a 52 inch couch and a small dresser.
All in all I terminated my lease 7 months early and it was the only positive experience I had here.

I rented a studio apartment from them for this last Summer. It was small, dank, and musty with ZERO ventilation. The heat was unbearable this summer, as there was no airflow or air conditioning. I started experiences heat flashes when I have never before had such a health problem. The apartment management is the worst management I have ever had to deal with, they never answer their phone even on work hours, forcing me to spend the night at another place when I lost my fab. My shower was backed... up with sewage and it took them days to respond and perform maintenance. When notifying them of my health concerns, they completely ignored me and had NO care for their tenants or their health. Please do not make the mistake I did, do not rent with this company as they have no concern for their tenants.

The Monroe is a fantastic building. The staff are just wonderful, quite hospitable. I love the tenants, the beautiful units, the fact that it is within walking distance to great food and New Seasons Market. So close to the waterfront, I walk there at least twice a week. I would not think of living anywhere else in all of Multnomah County.
