ESA Noncompliance
Do not apply to The Spencer at Park Row if you have an Emotional Support Animal or require any accommodation.
I was approved as an applicant but ultimately did not sign a lease because the property failed to provide a fair-housing-compliant lease in a timely manner. Although my accommodation was acknowledged in part, full approval was repeatedly delayed and conditioned on a third-party screening service rather than being handled directly by the housing provider, as required.
Communication was... circular, responsibility was repeatedly deflected, and no clear or timely resolution was provided. As my existing lease deadline approached, I was forced to secure housing elsewhere to avoid being without a place to live.
Prospective tenants should understand their rights under fair housing law and be aware that third-party services such as PetScreening are not legal authorities and are not required by law. Housing providers remain fully responsible for accommodation decisions and compliance, regardless of what vendor they use.
Based on my experience, this property demonstrates a serious lack of accountability and competence in handling accommodation requests. Proceed with extreme caution and get everything in writing.
